5C is freeware for Texas child placing agencies and similar providers: casework, placements, visits, and the paper that has to be right. 5C is your system of record — designed to run on site, not in the cloud.

This is the agency’s working record, not a sales funnel. It is built to run on the agency’s own machines. Staff can reach it from the field through a browser login. MFA is built in: every real install asks for a password plus a passkey (Windows Hello, Touch ID, a phone, or a USB key) for local and remote access, administrators sign in with a separate login from their everyday staff one, and every sign-in goes into a security log. Processing and file storage stay on site. The current test copy holds only synthetic demo data and keeps MFA switched off on purpose so testers and viewers can reach it easily. That is remote access to on-prem software — designed not to live as a multi-tenant cloud product.
Agencies may use it. The code stays with 5C Systems. Copyright 2026 Gerald Caldwell.
This first site is a front door. Statewide, then other states, only if it earns that.
Down the road, there will also be an optional AI-assisted version that runs on its own dedicated computer. That will be a paid add-on, and we’ll share details when it’s ready.
If you run a child placing agency and want a look, request one. Demo data is synthetic.
If the visit is done and the note still isn’t, the software failed.
A later FAQ helper will be grounded in the user manual, with a human escalation — not a chatbot guessing policy.
If you want to help keep 5C free for agencies, a donate button will live here.
